Résumé / Abstract : À partir d’une étude de vulnérabilité, la thèse propose d’expérimenter et de confronter la résilience de deux territoires exposés au risque de submersion marine, la Charente-Maritime et la Somme. La résilience désigne la capacité à anticiper, à réagir et à récupérer face à un événement perturbateur.L’objectif consiste à approfondir le concept de résilience. Puis, les facteurs etles mécanismes de résilience sont étudiés, auprès d’acteurs du territoire(acteurs de terrain, organismes professionnels et institutionnels) qui jouent un rôle dans la dynamique de celui-ci. Nous cherchons à délimiter la résilience spatiale (au-delà du territoire impacté ?), ainsi que la résilience temporelle (avant, pendant et après une catastrophe ?). La méthode repose sur la réalisation d’entretiens permettant de mettre en évidence les capacité set capabilités de résilience (exercice sémantique), ainsi que les limites temporelles, au travers d’une représentation graphique baptisée «résiliogramme ». Le second exercice s’appuie sur l’identification de la résilience spatiale, grâce aux cartes mentales qui mettent en évidence la représentation et la connaissance des zones exposées à la submersion marine. À partir de la mise en relation de ces divers modes de saisie de données, un Indice de Résilience Global (IRG) est construit et permet l’élaboration de divers profils de résilience. In fine, ces travaux aident les acteurs des territoires littoraux à mieux anticiper une catastrophe éventuelle et les organismes institutionnels à mieux adapter leur gestion, leur discours aux réalités du terrain.

Résumé / Abstract : From a vulnerability study, the thesis proposes to experiment and comparethe resiliency of two territories exposed to marine flooding, the Charente-Maritime and the Somme. Resiliency refers to the capacity to anticipate, reactand recover from a disturbing event. The aim consists in developing theconcept of resiliency. Then, the factors and mechanisms of resiliency arestudied, with territorial actors (actors on the ground, professional andinstitutional organizations) who play a role in the dynamics of the territory. Weseek to delineate spatial resiliency (beyond the impacted territory?) andtemporal resiliency (before, during and after a disaster?). The method isbased on interviews allowing to highlight the capacities and capabilities of resiliency (semantic exercise), and the temporal limits through a graphicr epresentation named “resiliogram”. The second exercise is based on the identification of spatial resiliency, with mental maps which bring to light the representation and the knowledge of areas exposed to marine flooding. Fromthe linking of these diverse modes of data collection, a Global Resiliency Index (GRI) is created and allows the creation of different resiliency profiles.Ultimately, this work helps the territorial actors to better anticipate a potentialdisaster and helps the institutional organizations to adapt their management,their speech to the realities of the ground.
