Résumé / Abstract : L'objet de cette these est d'etudier la problematique des interactions entre les pouvoirs publics, les medias et les publics en tunisie dans le contexte de la transition politique du 7 novembre 1987. Cette these comprend quatre parties : -la premiere partie est consacree a l'evolution du systeme politique tunisien. Elle permet de degager les specificites d'un systeme erige sur des valeurs contradictoires. D'une part, il s'agit d'un regime republicain pronant le modernisme et la laicite et, d'autre part, il s'apparente beaucoup aux caracteristiques des regimes politiques du tiers monde avec la persistance des pratiques neo-patrimoniales, clientelistes et autoritaires. -la deuxieme partie s'occupe de l'evolution du dispositif reglementaire de l'information apres la transition politique (regime juridique, administratif et professionnel). -la troisieme partie veut faire le point sur la realite de la pratique de la liberte de presse sur la base d'une comparaison entre deux periodes distinctes : avant la transition apres la transition. -la quatrieme partie presente et analyse les aspects de la production, de l'audience et du discours de la presse tunisienne. Elle met en relief les dysfonctionnements qui empechent l'eclosion des medias nationaux a l'heure de la transnationalisation des moyens de communication mondiaux.
Résumé / Abstract : The object of this thesis is the study of the interactions between the public powers, the media and the publics in the context of the political transition of 7 november 1987. The thesis is constituted of four parts : -the first part is devoted to the evolution of the political system in tunisia. This part permits to highlight the specificities of a system based on contraductory values. On the one hand, it is a republican regime advocating modernism and laicity; on the other hand, it has many commun characteristics with the third world political regimes with the persistence of neo-patrimonial, clientelistic and authoritarian pratices. -the second part concerns the evolution of information reglementary device after the political transition (juridical, administrative and professional status). -the third part is an attempt to account for the reality of press freedom on the basis of a comparison between two distinct periods : before the transition after the transition. -the fourth part presents and analyzes the aspects of production, audience and discourse of the tunisian press. This part puts forward the disfunctioning preventing the promotion of national media at the time of the transnationalization of world communication means.
