Résumé / Abstract : La Suisse a été confrontée au 20e siècle, avec l'affaire jurassienne, a une des questions les plus graves de son histoire. L'avènement du canton du Jura montre que le fédéralisme qui est la position consistant à défendre l'autonomie cantonale joue un rôle essentiel dans la vie du pays. Pendant longtemps, les jurassiens qui représentaient dans le canton de Berne une minorité de culture française face aux alémaniques ont lutté afin d'obtenir la reconnaissance de leurs droits. Une longue procédure de séparation déboucha sur la création du nouveau canton, le 1er janvier 1979. Toutefois, aujourd'hui se pose le problème de la réunification puisque les districts du sud sont restes bernois. L'édification du canton qui ne pouvait pas s'appuyer sur les données de l'expérience a soulevé de nombreux problèmes complexes et nouveaux. Cependant cette situation a présenté des avantages car elle a suscité imagination et créativité. Face aux tendances centralisatrices et conservatrices observées de nos jours en suisse, les jurassiens ont revigore l'autonomie cantonale et se sont montres inventifs aussi bien dans le texte de la constitution que dans la législation. De ce fait, les institutions sont modernes et constituent des modèles pour la confédération et les autres cantons.
Résumé / Abstract : With the Jurassian problem, Switzerland has met in the 20th century with one of the most important matters of its history. The advent of the canton of Jura shows that the federalism-which is the position consisting in defending the autonomy of the cantons. Takes an essential part in this country's life. For a long time, the Jurassians who represented in the canton of Bern a minority of French culture faced to the Alemannia culture, have fought for their rights to be recognized. A long procedure of separation has led to the creation of the new canton on 1st January 1979. Today however, there is still the problem of reunification as the southern French speaking districts remained Bernese. Building up the new canton could not be based on former experience and raised many intricate and new problems. This situation had nevertheless positive aspects, as it has aroused imagination and creativity. Faced to the centralizing and conservative tendencies observed nowadays in Switzerland, the Jurassians have given fresh vigor to the cantonal autonomy and proved inventive as well in the text of their constitution as in their legislation. Consequently, the Jurassian institutions are modern and are very models for the confederation and the other cantons.
